Discussion on Irrigation Metering Structure (Continued from 6/26/18, 8/28/18, 4/9/19, and 8/27/19 Work Sessions)

body

Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the existing structure of irrigation metering, potential changes, and how those changes will affect current revenue and operations.

Background

Typical irrigation demand within the City is furnished through the potable water meter.  When there is a sole meter at a residence, that meter is also used to charge a customer for sewer.  Customers who have high irrigation demands and are not near a reclaimed water line have the option to install a separate irrigation meter from the domestic potable meter.  This meter will only count water usage and will not result in a customer charge for sewer.

This item was previously discussed in several Worksessions with the Board.  This presentation will discuss current practice, the potential to reduce the impact fee for irrigation meters, and potential options for a winter pricing model.

Financial Impact

There is no financial impact at this time.

Recommendation

Staff requests direction from the BOMA on future evaluation of the irrigation metering structure.
