Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Preservation Agreement with the Tennessee Historical Commission (THC) and SHPO for the completion of select burial marker restoration work at the historic City Cemetery located at the intersection of N. Margin St. and 4th Avenue N.
Background
The THC administers an annual grant program for eligible historic preservation projects on behalf of the federal government. The City Cemetery has been determined to be a historically significant resource as evidenced by its listing on the National Register of Historic Places in November 2012. The THC awarded the City a $8,640 grant for the completion of restoration work on critically-damaged stone burial markers at the site (COF Contract No. 2016-0274). The restoration work has been completed and the Preservation Agreement outlines the City's responsibilities for maintaining the cemetery and improvements for a period of 5 years pursuant to the terms of the federal grant-in-aid assistance received from THC through the National Park Service, United States Department of the Interior.
