Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Alfred Benesch & Company (Benesch) for the design of the Lewisburg Pike Sidewalk/Multi-Use Trail project.
Background
On August 13, 2019, the BOMA approved Resolution 2019-68 to adopt the project list for the fiscal years (FYs) 2019-2028 Capital Investment Program (CIP). Included in that project list was the Lewisburg Avenue Sidewalk Improvements project. This iteration of the project included the construction of a sidewalk extension from 209 Lewisburg Avenue to 301 Lewisburg Avenue (i.e. just west of the CSX rail lines). The BOMA later asked staff to develop options to extend the pedestrian facilities past the CSX rail lines and to Eastern Flank Park. Subsequently, staff presented Resolution 2019-92 to allow the BOMA to select a design concept for the pedestrian improvements along Lewisburg Avenue/Pike. Ultimately the BOMA selected Option 4, which extends a mix of sidewalk of multi-use trail to the entrance of Eastern Flank Park, at a preliminary estimated cost of $5,000,000. Resolution 2019-92 also directed staff to proceed with the design, right-of-way acquisition, and construction for the selected option.
This PSA with Benesch will provide the survey and design plans for the extension of the sidewalk/multi-use trail along Lewisburg Pike. Also included in this PSA is the option for the City to extend the design ...
