Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2018-38.
Background
The intersection of 3rd Ave. North and 4th Ave. North is currently configured with stop control on the 4th Ave. North approach only. The sight distance from 4th Ave. North onto 3rd Ave. North does not meet the minimum requirements as published in both the City of Franklin Transportation & Street Technical Standards and the American Association of State Highway and Transportation Officials’ A Policy on Geometric Design of highway and Streets (Green Book). The Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) allows the application of all-way stop control at intersections with limited sight distance that create a safety concern. In the past five (5) years, there have been three (3) crashes at this location. Two (2) of the crashes can be attributed to a lack of sight distance and one (1)driver confusion associated with the overall intersection.
Financial Impact
The estimated cost associated with adding two (3) stop signs and stop bars is under $2,500. This cost will be paid out of the annual Street Departments approved budget.
