Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the evaluation of impact fees on both water and sewer and the evaluation and guidance on the development of methodology for a Sewer Basin Capacity fee.
Background
The Impact Fees outlined in Title 18 of the City's municipal code have not been updated in over 10-years. This number reflects the impact to the City's water distribution system in addition to the sewer collection system based upon capacity in both infrastructure and at the treatment facilities. Because of the City's continued development into areas where gravity sewer is more difficult, an evaluation of these fees is necessary to ensure the Department is recapturing the appropriate amount of impact related to the distribution, collection, and treatment facilities.
The evaluation will also include guidance on the development of methodology that will lead to the implementation of a Sewer Basin Capacity Fee. This fee will be centered upon other developments (either upstream or downstream) that will benefit from infrastructure installed by either the City or other developers. The Fee will help offset some of those costs and will be based upon planning documents for recommended densities and the basin studies that have been performed by the Water Management Department.
Financial Impact
The total cost association with this agreement is for an amount not-to-exceed $21,500.00.
