Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Local Agency Project Agreement (COF Contract No. 2014-0289, TDOT Contract No. 140204, TDOT PIN 121454.00) with the Tennessee Department of Transportation for the Columbia Avenue (SR-6/US-31) Widening Project, from Mack Hatcher Parkway (SR-397) to Downs Boulevard.

Background
The widening of Columbia Avenue is needed to accommodate the projected traffic volume and increase the mobility to and from downtown Franklin. The approved Transportation Planning Report recommends a 4-5 lane arterial section with 4' bike lanes from Mack Hatcher Parkway to Alpha Drive, 3'-6' grass strip, two 5' sidewalks and a 14' median from Southeast Parkway to Confederate Drive.

This Local Agency Project Agreement allows the City of Franklin to manage the Columbia Avenue (SR-6/US-31) Widening Project and to receive federal and state funding.

Financial Impact
There is no direct financial obligation to the City with this agreement. This agreement simply lays the groundwork for local management of this project, while still maintaining federal and state project funding. Future agreements will come before the BOMA for design, right-of-way, and construction contract approvals.
