Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a request for approval to enter into a grant contract with the Tennessee Historical Commission (THC) for the completion of window restoration work at the historic Hayes House at the Park at Harlinsdale Farm.
Background
The THC administers an annual grant program for eligible historic preservation projects on behalf of the federal government. The 1899 Hayes House is a contributing structure at the National Register-listed Harlinsdale Farm. The THC has offered to award the City a $22,200 grant toward wooden window restoration, as the window bays and dormers are distinctive features on the historic Queen Anne farmhouse that should be preserved and maintained.
Financial Impact
The THC has offered to extend the City a 60/40 match grant to fund the window restoration work. The City’s match (up to $14,800) has been allocated within the Parks Department budget. Staff has prioritized restoration of the windows on the front and left facades, but additional windows may be addressed if funding allows.
