Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) the Tennessee 1033 LESO Program. The program is a required agreement between the City and the State for participation in the Law Enforcement Support Office (LESO) Program, also referred to as the 1033 Program. The LESO program provides new, unissued and surplus equipment and materials to participants at no charge.
Background
The LESO Program is an operational program that provides new, unissued and surplus equipment to law enforcement agencies for no cost. Inventories cover everything from vehicles to uniforms to field equipment available in pallet quantities. Program participants are granted access to government surplus equipment lists to review and select desired equipment and materials for agency use. Access is controlled via passwords (provided by the LESO administrators) for each section of the available program listings
Financial Impact
Participation in the LESO program requires an annual fee to pe paid to the State of Tennessee LESO office. The fee is assessed based upon the agency size. For the Franklin Police Department, the fee is $1,000 per year. Once paid, the agency is granted full access to all areas listing available equipment in the LESO program.
