Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Change Order No. 1 to the Construction Contract (COF Contract No. 2014-0288) with Revere Controls, Inc. for the Water Distribution and Collection System SCADA Improvements Project for a Time Extension of 51 calendar days.

Background
The Board of Mayor and Aldermen passed a resolution on September 13, 2016, to award Revere Control Systems, Inc., the Water Distribution System and Collection System SCADA Improvements project with a contract amount of $1,949,980.00, a substantial completion date of October 5, 2017, and a final completion date of January 3, 2017. The SCADA system improvements included, among other scope, replacement of remote telemetry units and associated routers and modems at each of the remote stations (i.e., wastewater pump stations, potable water booster pump stations, etc.). The remote telemetry unit included two modes of communication: 1) Radio (the primary mode), and 2) Cellular phone (the failover or backup mode).

The City's cellular service carrier is Verizon Wireless. Verizon Wireless notified Revere Controls, Inc., in July 2017 that the specified router and modem equipment would not work with their system in the future. Revere Controls, Inc., CDM Smith, Inc. and the City worked together to find and test an alternate solution.
