Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning entering into a lease agreement with the Franklin Cowboys Association for seven years with an option to renew for an additional three year extension.

Background
The Franklin Youth Football and Cheer Program was created by the Franklin Optimist Club in 1970. As they enter their fourth decade as a program dedicated to the positive development of the youth in Franklin, they have grown into one of the largest and most successful programs in middle Tennessee. As proud members of the Tennessee Youth Football League (TNYFL), the Franklin Cowboys boast one of the largest and best equipped programs in the league.

The Franklin Cowboys Youth Football and Cheer program have been recognized by several community organizations, which identify as one of the "Best Youth Sports Programs" in the area. In the 40+ years, no player or cheerleader has ever been turned-away from the program for their inability to pay a registration fee. Franklin Cowboys Youth Football & Cheer are dedicated more than ever to that principle, as they have over 350+ football players and 100+ cheerleaders each season.

Financial Impact
The Lessee, Franklin Cowboys Association, will pay the City of Franklin Parks Department a total sum of $1,826.67 for the 2016 season and such amount shall include utilities. The rent shall increase by four percent (4%) compounded annually and increase to five percent (5%) for the extension should both parties agree on the extension.
