Purpose            
The purpose of this memo is to request approval from the Board of Mayor and Aldermen (BOMA) to modify Title 16 of the City of Franklin Municipal Code.
 
Background
The City of Franklin's Engineering Department and Police Department review and approve street closure plans associated with events, private development projects, capital investment projects, utility construction and state highway projects.  Construction and event permits often require the use of uniformed officers to help with traffic control to ensure the protection of the general public, construction workers and event personnel.  The City has had numerous issues with contractors and event coordinators implementing temporary traffic control plans while utilizing private security agencies.  Private security agencies are not able to enforce the laws and are not in direct radio communication with other emergency personnel or City of Franklin dispatch.  Our Police Department is recommending that we modify Municipal Code to require the use of uniformed City of Franklin police officers when required as part of the permit conditions.  The only exemption to this requirement would be the use of the Tennessee Highway Patrol on all state routes unless otherwise approved by the Chief of Police.
