Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2015-46, a resolution awarding the construction contract (COF Contract No. 2014-0037) for the 3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1, TDOT PIN 109424.00) to Jones Bros. Contractors, LLC.

Background
City staff worked over the last few years to start construction of the 3rd Ave North Project (both the Roadway and Trail phases). The Trail project currently has $630,000 in reimbursable Federal Funding ($787,500.00 total allocated funding with an 80% Fed/ 20% Local split) for the construction of a multi-use path system along the Harpeth River. The first phase (3rd Avenue North Extension Project) was completed in 2014 and generally included the roadway, bridge, lighting, utilities, landscaping and irrigation. The second phase (3rd Avenue North Trail/Greenway Project) includes the Harpeth River trail, selected park features, and additional landscaping and irrigation.

The 3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase I) was recently bid out for a third time on July 8th, 2015. The City's consultant, Wiser Consultants, reviewed the three (3) bid submittals and recommended bid award to the low bidder, Jones Bros. Contractors LLC. TDOT has concurred with the City's bid recommendation, so we are ready for construction.
