Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an exclusive water utility easement agreement between the City of Franklin and Mallory Valley Utility District.
Background
The Tennessee Department of Transportation is scheduling to begin construction on the widening of Franklin Road between Moores Lane and Concord Road. TDOT’s road project directly impacts Mallory Valley Utility District (MVUD) public water line along the frontage of our property and the water line must be relocated to accommodate the project. In order to maintain water service during the roadway construction and to install the newly relocated water line, a new utility easement on City property will be required.
Financial Impact
Boozer & Company, P.C. prepared an appraisal report on May 11, 2015. The total amount due the City of Franklin was estimated to be $795.
Recommendation
Staff recommends approval of the Exclusive Water Utility Easement Agreement (COF 2016-0115) between the City of Franklin and Mallory Valley Utility District of Williamson County, Tennessee.
