Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the consideration of a contract with Socrata for Technology Services.
 
Background
Staff has been researching several opportunities to increase transparency and provide access to important financial and performance data for the last six months. This effort, centering on the integration of FranklinForward into the daily operations and the annual operating budget, led staff to investigate numerous vendors for a scalable platform that would provide citizens and taxpayers important data on the City's performance in a graphical, numeric and narrative format. We recommend that the BOMA approve our selection of Socrata for this purpose. They are one of the major companies spearheading the open data initiative throughout governments nationwide. Nashville (Data.Nashville.gov), Kansas City (kcstat.kcmo.org), and Chicago (data.cityofchicago.org) are three cities which use Socrata.
 
We have attached the latest status update for the Strategic Plan (presented in November 2014) for reference.
 
Financial Impact
An additional expenditure of $24,989 will be required to implement this program.
