Purpose
The purpose of this memorandum is to report execution by the City Administrator, on behalf of the Board of Mayor and Aldermen, of an Interlocal Participation Agreement with National Purchasing Cooperative (Contract No. 2014-0333).
 
Background
From time to time, staff learns of another cooperative purchasing arrangement the use of which may be of benefit to the City.  Such is the case with BuyBoard, a cooperative offered by National Purchasing Cooperative to public sector agencies including municipalities.  Resolution No. 2009-50 authorizes the City "to participate as a purchasing entity in any one or more cooperative purchasing arrangements deemed by the City Administrator to be potentially advantageous to the City of Franklin so long as it is (they are) designed for use by public sector agencies including Tennessee municipalities such as the City of Franklin," and authorizes the city administrator "to execute any contracts, agreements and/or membership applications necessary for the City of Franklin to participate as a purchasing entity in such cooperative purchasing arrangements."
 
Financial Impact
Inasmuch as the City would be doing business with suppliers affiliated with BuyBoard rather than with BuyBoard itself, no value is associated with this contract.

Staff recommends that the Board of Mayor and Aldermen acknowledge receiving this report of execution by the City Administrator, on behalf of the Board of Mayor and Aldermen, of an Interlocal Participation Agreement with National Purchasing Cooperative (Contract No. 2014-0333).
