Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning proposed amendments to the Major Thoroughfare Plan to reclassify 1st Avenue North, 3rd Avenue North, Bridge Street and North Margin Street from Major Collectors to Minor Arterials.
 
Background/Staff Comments
City staff has been asked by a developer to consider changing the existing and proposed roadway classifications of 1st Avenue North, 3rd Avenue North, Bridge Street and North Margin Street from Major Collectors to Minor Arterials.  These roadways currently function as a by-pass to many commuters to avoid the traffic on Main Street.  In addition, these roadways provide connectivity between Franklin Road (SR 6/US31), 5th Ave (US 431) and Hwy 96 (SR 96).  Changing the classification of these roadways will not change our goal to accommodate existing and projected traffic demands while maintaining a safe and pedestrian friendly atmosphere.  
 
Resolution 2014-0075 - A Resolution to Accept and Recommend to the Franklin Municipal Planning Commission Modifications to the 2010 Major Thoroughfare Plan Update was approved by the Board of Mayor and Aldermen at the 11/25/2014 Board meeting.
