Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2017-84.

Background
The construction contract for the Hillsboro Road Improvements Phase 2 Project was awarded to Eutaw Construction Company, Inc. on March 8, 2016, in the amount of $11,995,005.13. The current contract completion date is November 22, 2017. When completed, there will be a 1,100-foot sidewalk gap (see attached exhibit) on the east side of Hillsboro Road. This "gap" is a result of coordination between the Mack Hatcher Project and Hillsboro Road Project. The two projects will ultimately connect about 620 feet north of Claude Yates Drive. Some residents along the corridor have asked the city to install a temporary sidewalk until Mack Hatcher fills in the sidewalk gaps. The estimated cost associated with the additional work is around $125,000. It should be noted that 100% of this temporary sidewalk would be removed and relocated as part of the Mack Hatcher Project.

Currently, the city and state are working toward a February bidding date for the Mack Hatcher Project. We hope to see construction start in the spring / early summer of 2018. Once construction starts, the contractor will determine how to phase the project and may remove the temporary sidewalk at any time during construction of the Mack Hatcher Project. Prior to starting construction, the City would be required to design signal modifications at the intersection of Hillsboro Road and Mack Hatcher Parkway, obtain a TDOT permit, and then schedule the construction...
