Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning COF Contract No. 2017-0179, Engagement Agreement with Hall & Associates, for Outside Counsel Services for National Pollutant Discharge Elimination System (NPDES) Permit Appeal.
Background
It is recommended that the law firm of Hall & Associates provide outside counsel services concerning the permit appeal for the National Pollutant Discharge Elimination System (NPDES) on behalf of the City of Franklin. The terms of representation have been outlined and Hall & Associates law firm is in receipt of the City’s Law Department Policy and Procedures for Outside Counsel. The Law Department has requested that Attorney Gary B. Cohen and his staff take precautionary measures to become familiar with the terms of the Policy.
Financial Impact
The current market hourly rates for general municipal work are as follows:
• Attorneys: $190-$395
• Associates: $190
• Paralegals: $95.00
• Photocopies: $.25 cents per page
• Research Assoc./Engineer: $145
