Background/Staff Comments

Tennessee Code Annotated, 13-3-403 authorizes the Franklin Municipal Planning Commission (FMPC) to approve plats prior to the installation and acceptance of improvements and prior to utilities being installed.  In addition, the FMPC may accept sureties prior to the completion and acceptance of infrastructure in an amount of the actual construction and installation of such improvements and utilities.

 

To help expedite the site plan and final plat approval process, staff is requesting the authority to establish surety amounts based on unit prices as shown in the Planning and Zoning Administrative Manual.  These prices are typically based on historical construction bids associated with City Projects.  This authority will allow staff to modify surety amounts for minor revisions that may occur following the approval of a site plan.

 

The proposed unit prices and Administrative Manual changes have been included as Exhibit A with this memo.
