Purpose
The purpose of this memorandum is to present to the Board of Mayor and Alderman (BOMA) information to consider modification to the Police Department organization chart to upgrade two sworn positions. within the Police Department that have gone through the review and evaluation process. These positions reflect new job tasks, skill sets, job experience, and responsibilities. The result of this review was a recommendation to upgrade these positions to the rank of Police Lieutenant.

Background
As a part of the budget process, the Police Department requested the upgrade of two sworn positions. These two sergeant positions were reviewed and evaluated by the City's classification and compensation consultant. Through this review, it has been determined that the positions should be upgraded to the position of Police Lieutenant to reflect new essential job duties, management and operational functions that require key competencies, skills, and knowledge, that are over and above the current job function and position classification. These two changes are represented on the Police Department Organizational Chart. The proposed upgrades are represented as follows: Field Operations Division, Traffic & Special Operations Section; and, Office of the Chief, Public Affairs Section. The intent of this change is to adequately reflect the new job requirements, required skill set and experience, job tasks, and responsibilities these two positions now have. The position will be filled through the existing eligibility list for the Police Lieutenant position.
