Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the request and reimbursement to Limestone Missionary Baptist Church in the amount of $3,278 for the repair of the sanitary sewer building service that was damaged by a City contractor during the extension of reclaimed and potable water mains along Downs Boulevard.

Background

Approximately two years ago the Water Management Department commissioned the extension of reclaimed and potable water mains along Downs Boulevard.  While working in front of Limestone Missionary Baptist Church the City’s contractor inadvertently damaged and subsequently repaired the sanitary sewer serving the church.  Last summer, the church began experiencing problems with their sanitary sewer and determined the failure was in the same proximity of the earlier repair.  Limestone Church representatives hired Benjamin Franklin Plumbing to perform another repair.  Shortly thereafter, the church submitted a request and documentation seeking reimbursement for their out-of-pocket expenses.

City staff investigated the request and confirmed the repair made by Benjamin Franklin Plumbing was at the same location that had be previously repaired by the City’s contractor during the installation of the reclaimed and potable water mains.  The decision was made to reimburse Limestone Church $3,278 as the repair was necessitated by the City’s previous work on their line.
