Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider Resolution 2014-72, a resolution rejecting all bids for the 3rd Avenue North Trail/Greenway project.
 
Background
The 3rd Avenue North Trail/Greenway Project was bid out on September 17, 2014.  One bid was submitted by Civil Constructors, LLC in the amount of $1,456,197.90.  At this time staff is recommending rejecting this bid for the following reasons:  
·      Only one bid was submitted.  This bid was 27% higher than the original cost estimate.  
·      There appears to be two or three line items in their bid package that are unbalanced, which could cause significant project overruns if additional quantities are required during construction;
·      The contractor was unable to meet the required Disadvantaged Business Enterprise (DBE) goal.
 
If the Board approves this Resolution staff will move forward with preparing a new bid advertisement and rebid the project in early December.  This should allow plenty of time to start construction February-March 2015.
