Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Water Main Construction Agreement (COF Contract 2014-0326) with Rural Plains Partnership for Berry Farms Section 4.
 
Background
Berry Farms Town Center Section 4 was approved and recorded at the Williamson County Register of Deeds office on 12/29/2014.  As part of this approval the development was required to bond a water main from Berry Farms Section 4 to Old Peytonsville Road along Five Mile Crossing.  The Construction of the water main will be difficult due to the fact that the Tennessee Department of Transportation (TDOT) is responsible for the construction of a portion of Five Mile Crossing.  Rural Plains Partnership has requested approval to install a temporary water main from Section 3 to provide temporary service to Section 4.  This temporary water main will allow the development to start building construction and allow staff to release building permits.  In addition, Rural Plains Partnership has requested the City to partner with them and help with the permitting of the water main under Five Mile Creek.  COF Contract 2014-0326 spells out the terms and conditions associated with design, easement acquisition, construction and permitting responsibilities associated with providing permanent water service to Section 4.
