Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2017-03, Awarding the Construction Contract (COF Contract No. 2016-0083) to Cleary Construction, Inc. in the amount of $2,339,780.00 for the Ladd Park Interceptor Sewer Improvements Project.
Background
On December 13, 2016, the Engineering Department received and opened bids for the Ladd Park Interceptor Sewer Improvements Project. The low bidder was Norris Construction, with a bid of $1,490,799.05.
Qualifications were requested from the low bidder per Section 00 2113 of the contract documents. Norris Brothers did not respond to the request. Norris Brothers was also the low bidder for the Curd Branch and Watson Branch Interceptor Improvements Project, but the bid was rejected due to lack of adequate experience for a project of that magnitude. The Ladd Park Interceptor Sewer Improvements Project has 18-inch and 24-inch diameter sanitary sewer lines that are 30+ feet deep. If Norris Brothers did not have the experience necessary to install 24” diameter sanitary sewer at approximately 10 feet in depth for the Curd Branch and Watson Branch Interceptor Sewer Improvements Project, then they would not qualify for the Ladd Park Interceptor Sewer Improvements Project.
The next lowest bidder, Cleary Construction, with a total bid price of $2,339,780.00, was able, upon request, to provide a list of ten (10) projects of similar size and scope. A recommendation letter for Cleary Construction to be awarded the project from Smith, Seckman Reid, Inc., including a bid tabulation summary, has been included for review.
Financial Impact
Construction costs of $2,339,780.00. This project is to be funded from Sewer Operating Funds.
