Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a Rezoning Request for 2.2 acres of Estate Residential (ER) to Residential (R-3) located at 1048 Carlisle Lane, between New Highway 96 and Del Rio Pike.

Background/Staff Comments
The rezoning would place an appropriate residential zoning on the site.  Neighboring land uses are R-3 zoned master planned subdivisions and three remaining parcels with estate residential (ER) zoning on the east side of Carlisle Lane.  
 
The City of Franklin Major thoroughfare Plan (MTP) calls for improvements to Carlisle Lane between New Highway 96 and a reconfiguration of its intersection with Del Rio Pike less than 100 feet north of the site in question.  The improvements called for in the MTP are both for safety purposes and for adding additional capacity to the City's roadway network.  Both Carlisle Lane and Del Rio Pike are projected to operate at a Level of Service C and F respectively by 2035 with no improvements.  The project will also provide safer pedestrian and bicycle connectivity on this transportation corridor.  Though a final alignment has not been fully worked out at this time, staff anticipates that the design will not have significant impacts on the subject property.

PROCEDURAL REQUIREMENTS:      
If the applicant has questions about, or is in disagreement with, a condition of approval, they shall contact the project planner within the Department of Planning and Sustainability prior to the FMPC meeting.  If the applicant fails to notify the Department of Planning and Sustainability of an objection to a condition of approval by one (1) day prior to the FMPC Meeting and raises their objection at the FMPC meeting, staff shall recommend deferral of the item until the next available Agenda.
 
The following is the process for an item to be heard by the FMPC during their monthly meetings:
1.  Staff Presentation,
2.  Public Comments,
3.  Applicant presentation, and
4.  Motion/discussion/vote.
 
This format has been established to facilitate a more orderly FMPC meeting.  The process is intentionally designed in order for any applicant questions or disagreements about conditions of approval to be resolved prior to the meeting, rather than during the FMPC meeting.  Only when disagreements about conditions of approval cannot be resolved by the applicants and staff prior to the meeting should those issues be raised during the FMPC meeting.
