Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Barge Design Solutions, Inc. (Barge).

 

Background

On August 13, 2019, the BOMA approved Resolution 2019-68, “A Resolution to Adopt the Project List for the FY 2019-2028 CIP (Capital Investment Program).  Bicentennial Park was included on that list at a preliminary estimated cost of $4,175,000.00.  This was a preliminary estimate for the building improvements and main park elements only.  Below are the updated cost estimates associated with the project.  Option 1 is with reinforced turf parking and Option 2 is with paved parking / street lights.

 

 

To accommodate the park, North Margin Street would need to be curb and guttered on the North side and we would be forced to make improvements to the existing storm drainage system and move utilities as needed.  For this reason, North Margin Street was added to the estimated cost.  Prior to approving this contract, some slight modifications will need to be made to the professional services agreement.  City staff is seeking direction from the Board on how to proceed with this project. 

 

Financial Impact

The total estimated cost of this PSA is $439,500.  Design costs are programmed to be paid from Capital Projects Fund.  For FY 2020, $550,000 was appropriated from the Parkland Dedication Fund for design to the Capital Projects Fund.  Bicentennial Park is located in Parkland Dedication Quadrant 4.  Therefore, design costs shall be expensed to the General Ledger (GL) code of 310-89310-44704.

 

$4,175,000.00 was approved as part of the FY 2019-2028 CIP (Capital Investment Program).  An additional $5,000,500 will be needed in the event the Board directs staff to proceed with Option 1. Staff is working on updating the FY 2019-2028 Financing Model and will present a revised projection as part of the FY 2021 Capital Budget proposal to the Budget & Finance Committee in April.

In an effort to start the design, staff is recommending that we modify the draft PSA to include the design of both the reinforced turf parking area and the paved parking area.  Approval shall be contingent upon final review and approval by the City Administrator.
