Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) for schematic design services prior to the start of construction at the Bicentennial Park pavilion and surrounding area.

 

Background

The 19 acre Bicentennial Park is the site of the former boot factory that lies within the floodplain and floodway of the Harpeth River.  The first phase of the project, which was recently completed, was the Third Avenue North Extension Project.  This project included: the extension of Third Avenue to Hillsboro Road, the connection of Third Avenue and Fourth Avenue, a new bridge over Sharp’s Branch, the construction of Point Park at the Harpeth River, lighting, on-street parking, and landscaping.  An extension of the existing multi-use trail system is currently under construction.

 

The approved master plan for the property includes:  renovations to the existing pavilion, public restrooms, additional parking for vehicles and busses in the downtown area, stormwater improvements, and open green space.

 

Ten years have passed since the original design of the park. Also, floodplain and floodway lines have changed.  Prior to any additional construction, a design update is needed.  The update will include:

 

                     Site Topographical Surveying Services,

                     Civil Engineering Services,

                     Landscape Architectural Services,

                     Architectural Services,

                     Structural Design Services,

                     Mechanical Engineering Services, and

                     Electrical Design Services

 

Financial Impact

The total cost of the requested schematic design services is $149,500.00.  The funding for this project is identified and available in the current fiscal year budget under Hotel/Motel Tax - Building Improvements (150-89230-47100) and Hotel/Motel Tax - Parks & Recreation Facilities (150-89310-47100).
