Purpose

The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a rezoning for property located at 1222 Liberty Pike.

Background/Staff Comments

This proposal lies within the McEwen Character Area 4, and complies with the recommendation for a mixture of attached and detached residential uses, and neighborhood or local retail uses.  MECO-4 also states that attached residential is appropriate as a transition to residential uses to the east.  Staff agrees that placing a higher density of residential (20 du/acre) closer to major traffic corridors is preferred to placing such density within or beyond the lower density, single-family neighborhoods of the area.  Further, the proposed attached residential provides a compatible use for the property immediately to the east, Columbia State Community College, as well as for the office, commercial, and retail uses along the Carothers Parkway corridor. 

 

Project Considerations

Project Considerations are not conditions of this approval, but are intended to highlight issues that should be considered in the overall site design or may be required when more detailed plans are submitted for review.  These items are not meant to be exhaustive and all City requirements and ordinances must be met with each plan submittal. 

                     

The previous comment "Provide landfill assessment information" was not addressed. This can be addressed at Development Plan, but early coordination is encouraged as the exact extents and restraints on land use placed on the landfill-underlain portion of the site by TDEC will affect site layout and landscape requirements.

 

The previous comment "Provide statement of impact on street network" was not addressed. This can be addressed at Development Plan, but early coordination is encouraged as the traffic impacts will affect site layout and roadway improvement requirements.

PROCEDURAL REQUIREMENTS:                     

1.                     Fifteen (15) half-size copies of the Rezoning shall be submitted to the Department of Planning and Sustainability by 9am on the Monday after the Planning Commission meeting in order to be placed on the Board of Mayor and Aldermen agenda.

2.                     The city’s project identification number shall be included on all correspondence with any city department relative to this project.
