SUBJECT: 4th Quarter 2018 Wastewater Collection System Activities Summary
Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning maintenance and inspection activities performed in the City’s Wastewater Collection System.
Background
Per the May 10, 2016 settlement agreement between HRWA and the City of Franklin, item #9, page 8 indicates the City will create and report to BOMA a summary of the previous quarter’s activities, including amount of infrastructure inspected and assessed, feet of pipe cleaned and repairs made. The attached table presents a summary of these activities.
During the fourth quarter of 2018, Water Management staff performed inspections and cleaning of 66,755 linear feet (LF) of sanitary sewer line. This equates to 3.15% of the collection system. Inspections and subsequent maintenance of manholes totaled 2 and 3 respectively. The number of inspections performed in the fourth quarter of 2018 is 0.02% of the manholes in Franklin’s system. In review of these and other activities, Water Management staff has performed proactive and reactive inspection and maintenance tasks at point locations at a rate of .4 deployments per day and for linear infrastructure at a rate of 1,043.04 LF/day.
It is important to note that in this quarter, the collection system received a significant amount of rainfall that prevented much inspection activity from occurring. Rainfall amounts were the following for the individual months, totaling approximately 12.7 inches in the 4th Quarter:
• October 2018 totaling 2.4 inches (historically 2.1 inches)
• November 2018 totaling 4.8 inches (historically 2.3 inches)
• December 2018 totaling 5.5 inches (historically 2.3 inches)
