Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider a professional services agreement with Civil Infrastructure Associates for the Harpeth River Walk (Bicentennial Park to Eastern Flank Battlefield) Preliminary Engineering Project
 
Background
The Franklin Greenway and Open Space Master Plan recommends a trail system be constructed along the Harpeth River which would connect Pinkerton Park, Downtown Franklin, Collins Farms and the Eastern Flank Battlefield Park.  As City staff continues to finalize the Parks Master Plan, the need for a comprehensive greenway trail has been a consistent request from citizens.  Based on stakeholder input, the priority project would be to complete the trail system from Bicentennial Park to Eastern Flank Battlefield.  The first step to accomplishing this goal would be to complete the preliminary engineering, finalize the alignment, survey the route and provide the Board with an updated cost estimate.  
 
Financial Impact
This professional services agreement is for an amount not to exceed $102,930.  The Board of Mayor and Aldermen approved $150,000 as part of the FY2014-2015 Budget under Hotel/Motel Tax (82560 Consultant Services).
 
Recommendation
Staff recommends approval of the Professional Services Agreement (COF 2015-0086) with Civil Infrastructure Associates in the amount of $102,930 for the Harpeth River Walk (Bicentennial Park to Eastern Flank Battlefield) Preliminary Engineering Project.
