Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 6 to the Tennessee Department of Transportation (TDOT) Agreement No. 070112 (COF Contract No. 2009-0051) for the SR-397 (Mack Hatcher Parkway West) from south of SR-96 West of Franklin to East of SR-106 (US-431) north of Franklin.
Background
Below is a brief history of TDOT Agreement No. 070112 (COF Contract No. 2009-0051):
June 12, 2007 TDOT Agreement No. 070112 to start the design of Mack Hatcher Parkway West Extension
February 9, 2010 Amendment No. 1 to provide $5M in local funds toward the design and right-of-way acquisitions for the project.
May 28, 2013 Amendment No. 2, which allowed for the reimbursement of $277,500 to the City to allow for the TDOT requested redesign of the project intersections.
November 25, 2014 Amendment No. 3, which allowed for the reimbursement of $355,056 to the City of to allow for the TDOT requested redesign of the project as a two (2) lane facility.
February 9, 2016 Amendment No. 4, which allowed for the reimbursement of $81,607 to the City to allow for additional design and right-of-way revisions as requested by TDOT.
December 13, 2016 Amendment No. 5, which allowed for minor contract modifications. There was no cost associated with this amendment.
Amendment No. 6 allows for the reimbursement of $92,601 to the City to allow for additional plans revisions and geotechnical testing, as requested by TDOT.
Financial Impact
Amendment No. 4 allows for the reimbursement of $92,601 to the City for additional design and testing requested by TDOT. This additional work, to be performed by CDM Smith, Inc., was approved by the BOMA on April 11, 2017.
