Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a proposal from Neel-Schaffer, Inc. to modify their existing Professional Services Agreement (COF Contract No. 2013-0182) for the Figuers Drive Area Drainage Improvements Project.
Background
On November 26, 2013, the Board of Mayor and Aldermen approved a Professional Services Agreement with Neel-Schaffer for the Preliminary Engineering of the Figuers Drive Area Drainage Improvements Project. This professional services agreement allowed Neel-Schaffer to provide the City with a detailed preliminary plan as to what improvements can be made to help the Figuers Drive Area residents with their ongoing flooding issues.
This Amendment No. 1 includes fees for the following:
1. Final design of the Figuers Drive East Option 2, for the flooding area near Franklin Elementary School. This Option 2 contains the Option 1 recommended drainage improvements as well as grassed channel improvements along the existing Quarry Branch channel, replacement of cross drains, installation of a diversion structure upstream of Figuers Drive, installation of a storm sewer system along Figuers Drive to Perkins Drive, and construction of a grassed diversion channel from Perkins Drive to Alicia Drive. It is anticipated that the Figuers Drive East Option 2 will provide an approximate 100-year level of protection for the affected homes. Fees for this option are $99,400.00.
2. Final design of the Figuers Drive West area near 417/419 Figuers Drive and 417/419 Perkins Drive. This option generally consists of removing an existing cross drain downstream of Perkins Drive and upgrading culverts at Perkins and Figuers Drive. Local site grading will be necessary to further improve the localized flooding and drainage issues. It is anticipated this will provide an approximate 50-year level of protection for the affected homes. Fees for this option are $25,800.00

Financial Impact
The original Professional Services Agreement (COF Contract No. 2013-0182) with Neel-Schaffer, Inc. was at a not-to-exceed cost of $82,000.00.
Amendment No. 1 to the Professional Services Agreement (COF Contract No. 2013-0182) with Neel-Schaffer, Inc. is in the amount of $125,200.00. This creates a new not-to-exceed total contract cost of $207,200.00. All costs will be paid from the FY2015-2016 Stormwater Fund, under Capital (310-89410-43125), which has an approved budget of $600,000.
