Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Tennessee Department of Transportation (TDOT) Agreement No.  160125 (COF Contract No. 2016-0267) for the SR-96 West Multi-Use Trail - Phases 1 and 2 (PIN 123098.00), from Vera Valley Drive to Fifth Avenue North (SR-106/US-431).

 

Background

On October 13, 2015, the BOMA approved Resolution 2015-78 to submit a grant application to TDOT for the fiscal year (FY) 2016 Transportation Alternatives Program (TAP).  The project submitted for consideration was the SR-96 West Multi-Use Trail Project, from Vera Valley Drive to Ninth Avenue North.  On June 30, 2016, TDOT notified the City that its FY 2016 TAP grant application had been partially funded with $800,000.00 in federal funds to be used in construction.  The funding breakdown (e.g. Exhibit A) included as a part of TDOT Agreement No. 160125 (COF Contract No. 2016-0267) for this grant award was:

Subsequently, TDOT staff encouraged the City to submit an additional application for the FY 2017 TAP grant cycle for additional funding.  City staff revised the grant application to break the project into two (2) phases for funding purposes.  The revised limits of the project have become Vera Valley Drive to Fifth Avenue North.  On July 21, 2017, Governor Bill Haslam and TDOT Commissioner John Schroer announced the award of $1,000,000 in federal funds, as a part of the FY 2017 TAP grant cycle, to the City of Franklin for the SR-96 West Multi-Use Trail Project.  Amendment No. 1 proposes to revise the funding breakdown (e.g. Exhibit A) to the following:

This additional grant award does not change the deadline of July 1, 2019 for obtaining a Notice to Proceed with the Construction Phase.  Therefore, staff directed the designer to prepare a plan set for the entire project limits, knowing that the project could be broken into additional phases at a later date, based on funding levels.

 

Financial Impact

The TAP grants from TDOT only pay for physical construction.  The City must bear the cost of design of right-of-way acquisition.  The most recent project cost estimate, as submitted for the FY 2017 grant cycle, is:

Ultimately, TAP grants are providing $1,800,000.00 in federal funding toward the SR-96W Multi-Use Trail Project.  The City will need to identify approximately $1.9 million is local funding through the Capital Investment Plan process. There are multiple possible funding sources for the City’s local contribution including general capital funding, Parkland dedication funds, Hotel Tax funds, and/or County Facilities Tax funds (which have been targeted to school-related improvements).
