Discussion Regarding the Development of the 2017-26 Capital Investment Program
body
Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the prioritization of projects within the Capital Investment Program (CIP) for Fiscal Years (FY) 2017 through 2016.
Information
In March 2014, the BOMA approved Resolution 2014-13 to adopt a funding plan for the FY 2014-2018 CIP. That resolution represents the most recent update to the City’s Capital Investment Program (CIP). Recently, staff has proposed expanding the CIP timeframe from five (5) years to ten (10) years. The ultimate intent of this 10-year CIP is to match available funding with needed projects and to highlight any funding shortfalls. With that in mind, staff has compiled a list of projects that are anticipated to be needed within the next ten (10) years.
In an effort to provide a logical starting point, staff has scored these projects using objective questions, which are based on the four (4) themes of the FranklinForward Strategic Plan. The projects are listed in the following categories:
• Facilities (Emergency Services & General Services),
• Parks and Recreation,
• Public Utilities,
• Stormwater, and
• Transportation.
The projects were then listed, both by category and combined, in the following project tiers:
• Top 25% (««««)
• Top 50% («««)
• Bottom 50% (««)
• Bottom 25% («)
It is important to reiterate that the tier system is simply a starting point to present the projects to the BOMA. The BOMA will ultimately select the projects to be funded. Within the framework of the CIP, the BOMA funded projects will then be referred to as 5-star («««««) high priority projects. The CIP document will then be adjusted to accurately reflect the BOMA’s final decisions. Staff recommends revisiting the newly created 10-year CIP on an annual basis, concurrent with the annual operations budget process.
Schedule
The schedule, as currently proposed, for the development of the FY 2017-2016 CIP is as follows:
• April 26, 2016 (BOMA Work Session)
Presentation of Preliminary Project Tiers and Discussion;
BOMA to add any Additional Projects Not Currently Listed.
• April 28 and May 5, 2016 - Special CIP Work Sessions
• May-June 2016 (BOMA Work Session)
Presentation of Revised Project Tiers and Discussion;
BOMA to Select High Priority (5-star) Projects.
• July-August 2016 (BOMA Work Session)
Presentation of High Priority (5-star) Projects and Final Discussion of FY 2017-2026 CIP
Approval of Resolution to Implement FY 2017-2026 CIP
Recommendation
rec
Staff respectfully requests that the BOMA submit any additional projects for consideration with the FY 2017-2026 CIP by the end of April. Staff will then create the accompanying project detail sheets and update the CIP documentation for the next presentation to the BOMA.
