Purpose
The purpose of this memorandum is to give the Board of Mayor and Aldermen information regarding a proposed partnership between the Cumberland River Compact (CRC) and the City of Franklin, establishing proposed milestones and project timelines associated with the partnership.
Background
CRC is a local watershed group that promotes watershed stewardship within the Cumberland River basin in which the Harpeth River is located. The City has worked with CRC in recent years on multiple events such as the City’s Arbor Day, Mallory Branch stream cleanup, and Environmental Science Day with Centennial High School. CRC has proven to be a valuable partner and has provided the City with assistance in organizing and facilitating these events with great success.
While the City has informally worked with the CRC on various projects within the Stormwater Division, staff recognizes the benefits of this relationship and the enhanced ability to promote environmental stewardship of the City’s water resources. These benefits include, but not limited to the following:
• NPDES MS4 Permit compliance
• Community Engagement and Advocacy
• Outreach to citizens, organizations, and businesses beyond that of the City’s staff capabilities
• Greater natural resource protection
• Citizen awareness through increased public relations and media coverage
Therefore, the City wishes to engage the CRC in a formal partnership to further support City staff as described above.
Financial Impact
Based on the agreement, staff is proposing to make quarterly payments of $6,249 for a yearly sum not to exceed $25,000 for a period of (5) five years.
Recommendation
City Staff recommends approval of an agreement with CRC to promote environmental stewardship of the Harpeth River and its tributaries within the City of Franklin.
