Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Gresham Smith for the SR-96 Traffic Signal Improvements.
Background
In July 2018, the City was notified that it had been selected to receive $1,550,000 in federal funds through the Congestion Mitigation & Air Quality (CMAQ) 2017 grant cycle for the proposed improvements to the traffic signals along the SR-96 (Murfreesboro Road) corridor. The purpose of this project is to improve traffic operations for the 13 signalized intersections along the project corridor between Eddy Lane and Arno Road.
The project generally includes: the implementation of Automated Traffic Signal Performance Measures (ATSPMs), the deployment of Signal Phase and Timing (SPaT) hardware and broadcasts, the installation of Flashing Yellow Arrows (FYAs) where applicable, the replacement of traffic signal controllers with new Advanced Traffic Controllers (ATCs), the installation of improved vehicle detection, and the update of signal timings to account for the improvements to the 13 signalized intersections along Murfreesboro Road (SR-96), between Eddy Lane and Arno Road.
Since last year, the City has completed the project initiation paperwork with the Tennessee Department of Transportation (TDOT) to allow the City to manage this project locally. TDOT has also issued the Notice to Proceed for Design. After a qualifications based selection process, staff recommends contracting with Gresham Smith to perform the design and post-design services for this project.
Financial Impact
The total cost of this PSA is $268,218.60. With the exception of ADA upgrades, this project is 100% reimbursable with the awarded CMAQ grant funds. The Engineering Department has included funds in its annual operating budget to front project expenses prior to reimbursement through TDOT. The anticipated General Ledger (GL) code to be used for project expenses is 110-89530-41610.
