Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2019-25 to approve the programming and allocation of funds in the Annual Action Plan (AAP) for program year 2019-2020, which is Year 5 of the City’s five-year Consolidated Plan-2020
Background
The City of Franklin is recognized by the Department of Housing and Urban Development (HUD) as an “entitlement city”. As an entitlement community, the City of Franklin is eligible to receive Community Development Block Grant (CDBG) funding. Included with the award is the responsibility to create an outline of how the City plans to spend the funds and to report at the end of the fiscal year how the funds were spent.
The Annual Action Plan is the tool mandated by HUD that the City uses to report how Community Block Grant Funds will be distributed throughout the program year. The plan describes how the City will continue to meet the goals and objectives for the reporting period from July 1, 2019 to June 30, 2020. This summary information allows for HUD and citizens to review the progress made toward meeting our 5-year Consolidated Plan that includes 2015 through 2020.
The AAP for Program Year 2019 - 2020 proposes to allocate CDBG funds to projects in the areas of Community Based Development Organization (CBDO), Public Facilities, and Emergency Rehabilitation, which reflects the mission of the Housing Commission.
Financial Impact
The projects and accomplishments included in the Annual Action Plan are expected to be completed using the CDBG award for Federal Fiscal Year 2019. The City’s allocation for the Fiscal Year still has not been provided, but it is anticipated to be approximately $300,000.

Staff, with input from citizens at the Public Hearing held on March 28, 2019, recommends approval of the following proportional allotment. Funds will be allocated in the same ratio based on the final award amount.
