Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (COF Contract No. 2018-0143) with CDM Smith, Incorporated for Construction Administration and Inspection Services for the Water Reclamation Facility Upgrades Project in the Amount of $11,677,396.00.
Background
CDM Smith, the engineer for the Water Reclamation Facility (WRF) Upgrades and Expansion Project, has provided this proposal to perform construction management and inspection related services with the goal of safeguarding the delivery of a quality constructed project that meets the intent of the construction documents and minimizes and immediately addresses issues and conflicts that may arise during the construction of the project.
The attached scope of services is based on construction support activities throughout the total construction period of 45 months from Notice of Award (NOA); 3-month allowance between NOA and Notice to Proceed (NTP) and 42 months from NTP to final completion of the Project.
The proposal is divided into four sections based upon the services required by the construction: general services, resident project engineer services, construction special services, and operation and maintenance services.
General Services include project management, monthly progress meeting attendance and special meetings as required to maintain progress, reviews and responses to Requests for Information submitted by the Contractor, review of shop drawings submitted for each equipment/process by the Contractor, and review of information and appropriate site visits to determine when substantial and final completion shall be issued for individual pieces and project entirety.
Resident Project Engineering Services include onsite construction observation by qualified, experienced engineers and staff. Inspectors will be responsible for photography and other documentation of conditions, coordination and collaboration with the Contractor on behalf of the Owner, and collaboration with the Owner on potential issues.
Construction Special Services include State Revolving Fund loan administration (interviews, review of pay applications, documentation and filing) to ensure Contract Labor Compliance and American Iron and Steel Compliance, review and approval of record drawings upon substantial completion, and startup and commissioning services for all pieces of equipment.
Operation and Maintenance Services includes an allowance for a CDM Smith qualified specialist to collaborate with the City’s MIT Department to begin to use Infor as the asset management tool for the Facility and to schedule and track maintenance requests.

Financial Impact
The total proposed amount for construction services proposed by CDM Smith is $11,677,396 and will not be exceeded without authorization by the BOMA for additional work.
