Background/Staff Comments

In accordance with the procedure established by the City of Franklin Addressing Manual, the creation of Lot 2 proposed on the Robert Crosby Subdivision final plat (COF 5867) will necessitate the readdressing of all of the existing parcels in the 200 range of addresses on Lewisburg Avenue.

 

The existing parcel being subdivided by the plat is 209 Lewisburg Ave, and the immediately adjacent parcel is 211 Lewisburg Ave.  This does not leave an in-sequence address number for the new lot.  The Addressing Manual states, “Any out-of-sequence addresses are subject to reassignment to be consistent with the range of addresses found along the street in which the entity faces.  Out-of-sequence addresses shall conform to the proper address standard sequence.”  The manual further states that, “A letter shall not be a part of the numerical address (for example:  1101A Hillsboro RD).”

 

There are 19 parcels affected by this address change in addition to project 5867.  A chart of the address changes is provided with this staff report. The staff of the Building and Neighborhood Services Department informed the affected property owners by mail and also conducted a Neighborhood Meeting on August 6th to discuss the options for the address changes.

 

As part of the address change process, the City staff will notify the United States Postal Service, the Williamson County Register of Deeds, Property Tax Department, Elections Office, and E-911 Center.  Additionally, utilities such as Middle Tennessee Electric and Atmos Energy will be informed of the change, as well as the Franklin Water, Business and Property Tax, and Police and Fire Departments.  The residents will be responsible for personal notifications, such as bank accounts, business cards, magazine subscriptions, driver’s licenses, and vehicle registrations.

 

If this item is approved, an informational packet will be mailed to each property owner impacted by the change of address.  The packet will contain a formal address change letter and other information that may be required to have their new address changed on their driver’s license and vehicle registration.
