Purpose
The purpose of this memorandum is a request approval to move forward with a flood study and bank stabilization project on Ralston Creek and Liberty Hills.
Background
Over the last few years, the City has received numerous complaints from residents off the Liberty Hills Subdivision and Royal Oaks Subdivisions regarding flooding and property loss due to stream bank erosion issues along Ralston Creek. The stream originates between Huffines Ridge Drive and I-65 near Centennial High School and flows in a southwesterly direction before entering into the Liberty Hills Subdivision detention pond. It also receives flow from an eastern channel along Liberty Pike, which is listed as the headwater area for Ralston Creek. After leaving the detention pond through its outlet structure, the stream flows through the Royal Oaks Subdivision, where the previously mentioned flooding and bank failures have occurred.
In November of 2015, the Board of Mayor and Aldermen (BOMA) approved a professional services agreement (COF Contract No. 2015-0356) with Civil & Environmental Consultants, Inc. (CEC) for a feasibility study. This feasibility study did not identify any flood reduction projects. However, it did indicate that some of the homes were potentially located within the 100-year flood plain. The purpose of this study is to better understand the true flood plan along this tributary and to move forward with a bank stabilization project. Staff and CEC expect to have draft plans completed by January of 2018 to begin meeting with the impacted resident.

$79,700.00 - Paid out of Engineering’s Annual Stormwater Capital Budget (89410 Drainage)

Staff recommends approval of Amendment No. 1 to COF Contract No. 2015-0356 with CEC.
