Background/Staff Comments
The applicant has submitted a request to rezone the property located at 1102 West Main Street from Specific Development Residential -0 (SD-R 0) to Office Residential (OR). This rezoning would allow the applicants to reuse their property for uses compatible with an Office Residential Zoning District. The adjacent properties are zoned Central Commercial, Neighborhood Commercial, and Specific Development Residential.
The property is located in the Central Franklin Character Area Overlay District-3 (CFCO-3). The Franklin Land Use Plan encourages detached and attached residential uses. Limited neighborhood commercial uses (retail), civic and institutional uses will occur in nodes located at major intersection of collector or arterial streets.
The uses identified in the OR zoning district were deemed to be the most appropriate uses based on the characteristics of the subject property, the historic character of the lot, and its location within the Central Franklin Historic District. OR is one of three zoning districts in the City of Franklin which allows for commercial uses and residential uses to take place inside the same structure. Office Residential zoning allows for a transition between the residential uses to the north and the commercial uses to the south.
The zoning on this property has been tied with the adjacent residential development (Colony House) since the Official Zoning Map of 1987. A review of the Official Zoning Maps from 1987-2008 highlighting the property are included in this staff report.
Project Considerations
Project Considerations are not conditions of this approval, but are intended to highlight issues that should be considered in the overall site design or may be required when more detailed plans are submitted for review. These items are not meant to be exhaustive and all City requirements and ordinances must be met with each plan submittal.
This property is located in a Historic Preservation Overlay area. Exterior improvements will meet the guidelines and regulations of the historic preservation overlay. These improvements will be reviewed and approved by the Historic Zoning Commission.
