Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the City’s Occupational Safety and Health Program Plan. This ordinance will allow the Human Resources Director, in the interest of efficiency, to modify the Program Plan as needed. The Board of Mayor and Alderman designated the Human Resources Director (known under the Program Plan as the Director of Occupational Safety and Health) to be responsible for planning, developing, and administering the Program Plan for the City of Franklin.

 

Background

In accordance with Public Chapter 561 of the General Assembly of the State of Tennessee for the year 1972, the City of Franklin has adopted an Occupational Safety and Health Program Plan (“Program Plan”) for its employees which was codified by Ordinance 99-51, and updated by Ordinance 2013-43. During our last Occupational Health and Safety Administration audit, our designated Tennessee Occupational Health and Safety Administration (TOSHA) inspector notified Human Resources that we needed to update our Program Plan to state that the City of Franklin would notify TOSHA of any work-related inpatient hospitalizations, amputations, and loss of an eye within 24 hours of the incident. This was the only change this year to our Program Plan. Passing this ordinance would allow the Human Resources Director to make any necessary changes quickly, which would allow Human Resources to send an updated Program Plan to TOSHA.
