Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a professional services agreement (COF Contract No. 2015-0179) with Gresham Smith and Partners for signal timing upgrades in the Cool Springs Area.

 

Background

The signal timings in the Cool Springs area have not been updated since 2009.   The Institute of Traffic Engineers recommends that you perform signal re-timings every 3-5 years at a minimum.  The Cool Springs Area Traffic Signal Timing Project will include signal timing optimization for 36 signalized intersections including all existing signal on:

 

1)                     Galleria Blvd from I-65 Ramp to Bakers Bridge

2)                     Mallory Lane from Seaboard Ln to Liberty Pike

3)                     Cool Springs Blvd from Mack Hatcher Pkwy to Highwoods/Marriott

4)                     Carothers Parkway from Bakers Bridge to Liberty

5)                     McEwen from Tower to Spring Creek.

 

These updated signal timings will be utilized as a part of the ongoing adaptive signals project in the Cool Springs area.

 

Financial Impact

The approved FYI 2015-2016 budget included $150,000 in signal timing upgrades in the Cool Springs Area (82540 - Engineering Services).  This professional services agreement with Gresham Smith and Partners is in the amount of $119,860.72 ($3,330 per intersection).
