Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (PSA) with Gresham Smith & Partners (GS&P) to design the improvements to the existing water line along Old Carter's Creek Pike.
 
Background
The existing water line in Old Carter's Creek Pike is an eight-inch (8") diameter cast iron main that is in need of replacement based on the age and condition of the line.  This line only serves approximately twelve customers and must be flushed on a regular basis to prevent any water quality issues.  Part of this project is for the consultant to determine the required size of the line based on the criteria of maintaining a pressure of 20 psi at all points along the line.  Based on the existing roadway being narrow, rock being prevalent and shallow in the area, and the location of all of the utilities in Old Carter's Creek Pike, Staff has requested that GS&P think "outside-the-box" for this design.  In order to save on funding, the Water Management Department is considering constructing the water line in-house.
 
Financial Impact
The cost as negotiated with GS&P for the design services is a total amount not to exceed $79,498.00.  Based on the work involved, the proposed cost appears to be appropriate.
