Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) to consider entering into Contract #2014-0214 to provide Community Development Block Grant funding to the Franklin Housing Authority to support the development of infrastructure that is supportive of an affordable housing development, such as sidewalks, streets and storm water improvements
Background
The City of Franklin has identified affordable housing development as an important issue in the community. The City solicited proposals from qualified non-profit firms to undertake the development of public facilities and public improvement projects. Two non-profits responded with proposals, the proposals were scored by City Engineer, Jonathan Marston, and two outside citizens. (See attached) The scores favored awarding the funds to Franklin Housing Authority. This funding will be applied toward concrete and base materials as well as, labor that will be associated with building the site sidewalks to provide complete pedestrian circulation for residents and visitors throughout the Reddick Street apartments.
Consistent with the objectives of the City of Franklin's Consolidated Plan for Housing and Community Development, the City awards funding to qualified non-profit organizations. The agreements facilitate funding a non-profit with $50,000.00 of Community Development Block Grant, (CDBG) funds to support the development of infrastructure that is supportive of an affordable housing development, such as sidewalks, streets and storm water improvements.

The proposed contract will be funded ($50,000) in full by the Community Development Block Grant (CDBG).
