Purpose
The purpose of this memo is to update the City of Franklin Board of Mayor and Aldermen (BOMA) with the current status of some of the City's street projects.
Project Status
A. Mack Hatcher Parkway NW Extension
BOMA Priority Ranking: N/A (Highest Priority)
Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009 (ROW Meeting Scheduled); ROW Completion - June 2012; Construction Start - Currently Not Funded; Construction Completion - Currently Not Funded
Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)
Status Update: TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction. The designer is completing final plans comments, as requested by TDOT.
B. Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Status Update: ROW Acquisition is still ongoing. All offers have been made. Waiting on closings and condemnation proceedings to start. Construction Plans are complete. Will hopefully have TDOT concurrence to bid the project in March/April.
C. Carothers Parkway South Extension

Status Update: The contractor continues work on the installation of fiber optic conduit and electrical conduit for street lights. As weather allows, bridge crews are expected to return to begin work on the bridge deck.
D. McEwen Drive at Wilson Pike Intersection Improvements Project

Cost: Design - $206,363; ROW - $395,500 (Estimate); CEI Services - $207,000 Construction - $1,991,572.82 (bid amount)
Status Update: Punch list items are complete. The final change order for this project will appear on an upcoming agenda. Because this project was finished during the winter months, a landscaping contractor will need to return in the Spring to complete the restoration of yards.
E. Century Court / Beasley Drive Connector

Status Update: Middle Tennessee Electric and AT&T to start relocation this month.
F. Hunter's Bend Safe Routes to School

Status Update: Design plans have been approved by TDOT. Bidding for construction cannot occur without a Notice to Proceed from TDOT; the City is awaiting this notice. Construction is expected to begin in late spring. A time extension from TDOT for completion of this project will appear on an upcoming agenda.
G. Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Status Update: Final design of this project is complete and was performed in-house engineering staff. Easement acquisition will begin this month, acquiring all necessary permits.
H. Sidewalk along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

Status Update: Design on this project is well underway. TDOT has given a verbal approval on the current design. A public meeting was held on February 19, 2015 and another public meeting is scheduled for March 5, 2015 at 5p.m.
I. Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)
