Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s stormwater projects.
Project Status
A. 100-Block Battle Avenue Drainage Improvements
Key Dates: Design Start - July 24, 2012 (BOMA Approved); Design Completion - August 2016*; Easement Acquisition Start - November 2016*; Easement Acquisition Completion - April 2017*; Bid Date - June 2017*; Construction Start - July 2017*; Construction Completion - October 2017*

Cost: Initial Study - $46,500.00; Final Design - $131,700.00 (Including Amendment 1 of $68,200.00); Construction Estimate- $1,200,000.00
Status Update: The final design should be submitted to the City by the middle of October. ROW Acquisition could begin in Fall of 2016.
B. Figuers Drive and 400-Block Battle Avenue Drainage Improvements
Key Dates: Design Start - November 26, 2013 (BOMA Approved); Design Completion for Preliminary Design- November 2014; Easement Acquisition Start - TBD; Easement Acquisition Completion - TBD; Bid Date - TBD; Construction Start - TBD; Construction Completion - TBD;
Cost: Initial Design - $82,000.00; Final Design - $125,200.00; Construction - TBD (engineering estimate)
Status Update: Water and sanitary sewer design contract amendments are approved by Law, and scheduled for a November BOMA agenda. During design, existing water line and sanitary sewer line conflicts were discovered. These will be relocated to accommodate the proposed drainage improvements.
C. Jordan Branch of Spencer Creek (Cool Springs East) Stream Restoration
Key Dates: Design Start - May 26, 2015 (BOMA Approved); Design Completion - December 2016*; ROW/Easement Acquisition - TBD; Construction - TBD

Cost: Design - $106,945.00;
Status Update: A meeting was held with the affected HOA to determine the best location to access the proposed project site. Once final access is secured, the project designer will finalize the construction plans.
D. Ralston Creek (Liberty Hills) Stream Restoration
Key Dates: Feasibility Study Start - November 19, 2015 (BOMA Approved); Feasibility Study Completion - April 2017*; Design - TBD; ROW/Easement Acquisition - TBD; Construction - TBD
Cost: Design - $68,700.00
Status Update: Field survey is complete. As of late June 2016, approximately 6 months of data (i.e. level, rainfall amount, depth of outlet flow, etc.) has been collected from the Liberty Hills pond. Data will be collected for an additional 6 months to allow for a more accurate model to be created of the pond. Staff is targeting January 2017 for a public meeting.
E. Harpeth River Bank Stabilization at the Water Reclamation Facility
Key Dates: Design Start - August 11, 2015 (BOMA Approved); Design Completion - October 2016*; ROW/Easement - N/A; Construction - TBD
Cost: Design - $74,000.00; ROW/Easement - TBD; Construction - TBD
Status Update: Preliminary plans are complete, and the ARAP/USACE permitting process has begun. Force main relocation plans are complete.
