Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s water and sewer projects.
Project Status
A. Spencer Creek Basin - South Prong Interceptor Upgrade
Key Dates: Design Start - April 23, 2013; Design Completion - June 2016*;
Easement Acquisition - TBD; Construction - Not Funded

Funding Source: Design - Sewer Fund; Easements - TBD; Construction - TBD
Status Update: Design plans are still being developed and are approximately 90% complete. The project will not be constructed until funding is available from the Water Management Department budget.
B. Spencer Creek at Franklin Road Sewer
Key Dates: Design Start - March 11, 2014; Design Completion - June 2015; Easement Acquisition Start - September 2015; Easement Acquisition Completion - August 2016*; Bid Date: October 2016*; Construction Start - December 2016*; Construction Completion - September 2017*

Status Update: The plans are 100% complete. Easement acquisition is still underway.
C. Curd Branch and Watson Branch Interceptor Sewer

Status Update: Design plans are 100% complete but will not be submitted to TDEC for approval until the easements are obtained. The remaining easements are in condemnation and at this time there is still not a court date.
D. Fieldstone Farms Pump Station No. 1 Rehabilitation
Key Dates: Design Start - January 14, 2014; Design Completion - November 2014; Bid Date: December 11, 2014; Construction Start - July 2015; Construction Completion - September 2016
Cost: Design - $226,848.00; CEI - $196,000.00; Construction - $1,701,522.00
Funding Source: Design - Sewer Fund; Construction - Sewer Operating Fund
Status Update: Work on the wetwell continues. The concrete for the valve vault has been poured.
E. Goose Creek Sanitary Sewer Extension Project from West of I65 to the East Side of I65

Status Update: Design is complete. All but one easement has been obtained. The remaining easement is ready to file for condemnation.
F. Bobby Drive Water Line Improvement Project

Status Update: Plans have been approved by TDEC. No easements are necessary for this project. The water line portion and a small section of the sanitary sewer line work will be done in -house with Water Management Department crews. The lining portion of the project for the sanitary sewer will be done with the Annual Sewer Rehabilitation Contract.
