Purpose

The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with a status updated for the SR 96 East Sidewalk Project.

 

Background

As part of Resolution 2014-13, A Resolution to Adopt the Funding Plan for the FYI 2014-2018 CIP (Capital Investment Program) the Board approved $550,300 for a sidewalk project from Pinkerton Park to Mack Hatcher Parkway along HWY 96 E.  On 2/19/2015 and 3/4/2015 a public hearing was held to obtain feedback from the local residents and the general public.  The project was well supported by the residents with the majority of people in favor of the project.  At the May 26, 2015 Board of Mayor and Alderman work session, city staff was directed to change the scope of work to incorporate a 10’ wide multiuse trail along SR96E vs a 5’ sidewalk.  This change significantly increase the cost and scope of the project.  

 

The project has been designed as an open ditch section to help reduce the construction cost and avoid relocation cost associated with overhead utilities.  At this point the design is 95% complete and city staff continues to work with impacted utilities to include Atoms Gas, MTEMC, AT&T and Comcast.  Utility Coordination should be completed in January.  Below is an updated project schedule:

It should be noted that staff has submitted an application to the Nashville Area MPO to obtain a TDOT Multimodal Access Grant.  The anticipated award date for this grant is in the spring of 2016.  If awarded this grant we could receive up to $1,000,000 of grant funding for the project.  This type of grant would delay project completion in order to go through the federal/state approval process.

 

Recommendation

Staff recommends moving forward with a final public meeting prior to authorizing right-of-way acquisition and construction.
