Purpose
The purpose of this memo is to provide information to the Board of Mayor and Aldermen (BOMA) for the consideration of Change Order No. 1 with Judy Construction for the Water Treatment Plant (WTP) Modifications Project.
Background
This change order includes 11 change control forms (CCF) dating back to September 23, 2015. The summary of the CCFs is as follows:
§ Change Control Form (CCF) 001: documents the decision to use Calgon Carbon Corporation as the supplier of granular activated carbon pressure contactors. The bid included identical quotes from two manufacturers for the contactors. Calgon Carbon Corporation will be the supplier of granular activated carbon as well. The decision was made to remain consistent with the activated carbon supplier.
§ CCF 002: documents the decision to allow for the use of Jim Myers & Sons, Inc. sludge collectors. This decision provides for a $60,000 deduct on the project.
§ CCF 003: documents the decision to eliminate the development of Facility Online Training. This decision was based on the fact that the operations and maintenance manuals provide for more than adequate information to operate and maintain the systems. Staff elected to receive a deduct of $119,275 and develop training in-house based on the O&M documentation.
§ CCF 005: documents a credit of $836.55 for the unused portion of the utility relocation cash allowance.
§ CCF 006: documents the additional cost of $2,639.02 associated with unforeseen conditions related to the relocation of AT&T infrastructure on the site.
§ CCF 007: documents delays associated with the relocation of existing utilities in conflict with proposed work. The contractor at this time is requested a time extension of 56 days. Depending on overall contract time, this may result in additional costs associated with the delay. The contractor at this time has deferred the potential cost increase until a date closer to substantial completion.
§ CCF 008: documents the clarification for the connection of the feeders to the motor leads of the raw water pumps. This change does not impact contract time or cost.
§ CCF 009: documents the unforeseen necessity to relocate the motor control center that services the high service pumps. This change equates to an additional cost of $3,117.00.
§ CCF 010: documents additional tree removal and trimming required to accommodate the new entrance road. The unforeseen necessity equates to an additional cost of $2,418.
§ CCF 012: documents the relocation of ducts in the GAC room to avoid conflicts. This change does not impact contract time or cost.
Financial Impact
The cost as negotiated with Judy Construction is a decrease in the amount of $171,937.53.
Recommendation
Staff recommends approval of Change Order No. 1 with Judy Construction (COF Contract No. 2015-0062) for a decrease in the amount of $171,937.53 from the overall contract and add 56 calendar days to the contract time.
